Limousine Carriers - Frequently Asked Questions

Q1. What is the definition of a Limousine carrier?
A. Limousine carrier means any person operating a prearranged service (verbal or written contract) regularly rendered to the public by furnishing transportation as a motor common carrier for hire, not over fixed routes, by means of one or more unmetered (hourly, per vehicle, flat rate):
Limousines, extended limousine, sedan, extended sedan, sport utility vehicle, extended sport utility vehicle of any passenger capacity
OR
Other vehicles with the capacity of transporting no more than ten persons for hire (i.e. van, Mini bus, etc.) or any combination of the above.
Q2. Are taxicabs regulated by the PSC?
A. No. Taxicabs are regulated through local municipalities. Example: Atlanta, City of Atlanta Vehicles for Hire.
Q3. Can I be approved as an owner but not a driver?
A. Yes. The owner of a limousine company cannot have been convicted of any felony or pattern of misdemeanors or arrest or violations are related to the operation of a motor vehicle in last years.
Q4. Can I be approved as an owner but not a driver?

Q5. How long does it take to obtain authority?
A. From 6 to 8 weeks, primarily due to the 30 day advertisement period in the Fulton Daily Report required by law before your application can be presented to the Commissioners for approval.
Q6. Is this new authority permanent?
A. No. New authority is issued for a 12-month interim period. Prior to the end of the interim period the PSC staff will determine a carrier's compliance with all PSC Transportation rules and regulations. A carrier's performance during the 12-month interim period will be the basis for issuance of a permanent certificate.
Q7. Once I obtain permanent authority, are there any annual costs?
A. If a carrier is only operating within the state of Georgia, the Department of Revenue will require annual renewal.
Q8. Do I need to register with any other state agencies?
A. Yes. The Department of Revenue to register your vehicle for interstate transport and D.O.T. number for vehicles with a Gross Vehicle Weight Rate of more than 10,000 lbs. Once you are approved to operate by the Georgia Public Service Commission, your drivers will have to obtain chauffeur permits from the Department of Driver Services.
Q9. What is a chauffeur?
A. "Chauffeur" means any person with a Georgia state driver's license who meets the qualifications as prescribed in Code Section 46-7-85.10 and who is authorized by the commissioner to drive for a carrier that holds a Class B Limousine Carrier Certificate issued by the Georgia Public Service Commission.
Q10. Who needs a chauffeur permit?
A. Any person driving vehicles for a carrier that holds a valid Class B Limousine Carrier Certificate issued by the Georgia Public Service Commission.
Q11. What do I need to do in order to apply for a chauffeur permit?
A. Submit a letter on company letterhead stating you are a driver, two 2"x2" passport photos, and valid Georgia driver's license, complete a chauffer application. See Department of Driver Services website: www.dds.ga.gov
Q12. What reasons could disqualify me from obtaining a chauffer permit?
A. Failure to successfully pass the background check.
Q13. What is the cost for the chauffer permit?
A. $15.00 plus $ 52.90 for GAP background check.
Q14. How long is the chauffer permit valid?
A. Chauffeur permits are valid for 4 years from the date of issuance.
Q15. How long does it take to be approved for a chauffeur permit?
A. An average time of 2 to 3 weeks.
Q16. Is there a minimum or maximum rate that a limousine carrier can charge?
A. No. Rates are no longer regulated by the Georgia Public Service Commission; therefore, a limousine carrier may charge whatever the market will bear.

Q18. How do I file a complaint against a limousine company?
A. All complaints must be submitted in writing and include letter of explanation as to the nature of the complaint, (phone calls to carrier, etc) and a copy of any and all correspondence between carrier and complainant to the PSC. For the contact information, please click here.

A. Currently, the limits are as follows:
